This scope is inferred from the method and the endpoint's group — the OpenAPI document does
not carry one per operation. The wire is authoritative; whoami reports what your
token actually holds.
Description
action=list returns users[] {id, login, displayName, email, roles} and needs only read access. create needs login, email and role (optional display_name) and returns the generated password once in user.password; set_role needs id and role. Both require write:hosting.
