Create a database user on an existing database

This scope is inferred from the method and the endpoint's group — the OpenAPI document does
not carry one per operation. The wire is authoritative; whoami reports what your
token actually holds.
Description
Adds MySQL user user (pass the short unprefixed name) with access to database, returning the full prefixed user name. Change its password later with set_database_user_password; remove it with manage_db_users action=delete.
